National Workshop on the National Mechanism on Reporting and Follow-up (NMRF)

Tripoli, 24 November 2020

This workshop, the objective of which was to advocate for the formal establishment of a NMRF as a coordinating body of the preparation of the periodic reports to the UN human rights mechanisms, was organised by the Libyan Ministry of Justice with the support of NPWJ.
 
Best practices in establishing such bodies from Tunisia and Morocco were presented and discussed. UNSMIL- Human rights and Rule of law Division and OHCHR were involved in the workshop by presenting the expected role and functions of this body as recommended by the United Nations.
 
The workshop was organised immediately after the review by the Human Rights Council of the report of Libya in the framework of the Universal Periodic Review mechanism on 11 November 2020, where recommendation to establish such a body was formulated by many States and accepted by Libya. The workshop, attended by 26 officials from various ministries, was a good opportunity to debate the need to establish such a body and to make recommendations for its composition, mandate and formal creation. It is expected that Libya will establish its NMRF by the end of December 2020, which will greatly facilitate the preparation and submission of its overdue reports to the UN human rights mechanisms.
