One of the main objective in NPWJ’s FGM program is to develop a political, legal and social environment contributing to changing attitudes and behaviours on FGM and favourable to its abandonment, in the context of the promotion and protection of women’s and girls’ rights. To this extent it is important to create political will in favour of ratification and implementation of the African Union’s Protocol on the Rights of Women in Africa (also referred to as the ‘Maputo Protocol’) in the target countries, to recognise FGM as a human rights violation. Although there are various international human rights instruments under wich FGM could be considered a violation, so far the African Union’s Protocol on the Rights of Women in Africa is the only treaty that directly refers to FGM as a human right violation.
 
The NPWJ activities towards FGM abandonment involve international institutions, governmental and non governmental organizations that work on FGM projects, considered as essential counterparts for a real behavioural change.
