Iraq: seminar on “Practical Federalism in Iraq” in Erbil – first joint meeting of the two Parliaments in Iraq

From 10 to 15 July, a Seminar on “Practical Federalism in Iraq” will be held in Erbil, in the Kurdistan Region of Iraq, organized by “No Peace Without Justice” and by the “International Alliance for Justice”, with the support of the Italian Ministry of Foreign Affairs, the Kurdistan Regional Government and both the Iraqi National Assembly and the Kurdistan National Assembly. Together with Regional and National Parliamentarians representing the variety of geographical and religious communities in Iraq and all political affiliations, the Seminar will be attended by high level Officials from the Federal Government of Iraq and the Kurdistan Regional Government.

This first joint meeting between Members of the Federal parliament (Iraqi National Assembly) and the Regional parliament (the Kurdistan National Assembly) intends to provide an opportunity to review practical implications of the distribution of responsibilities and competences among the various levels of government. The Seminar, through discussions with visiting experts from diverse federal and devolved countries and from the Region, will aim to enhance the relationship between the two Assemblies in discussions on the distribution of responsibilities and competences in a wide array of fields as diverse as representation, fiscal arrangements, public spending, natural resources, protection of individual rights and freedoms, education, cultural and religious. Participants will also have the opportunity to discuss the Report from the Constitutional Review Committee recently presented to the Iraqi Parliament.
