Peace remains remote prospect for Libya

Despite the illusion of security that had been consolidated over the past year in the Libyan capital, Tripoli, violent clashes have erupted, killing 26 and demolishing homes, mosques and civilian infrastructure. The security situation had prior to this evolved positively, as major combat had significantly decreased when some armed factions agreed to cooperate with the internationally backed Government of National Accord (GNA). Diplomatic and political activities had gradually started to resume in the capital. Yet these recent clashes underline the enduring fragmentation of the armed groups controlling Tripoli and competing for power.

Shunning the Past

On October 20, 2011, the death of Libya’s longtime dictator Moammar Gadhafi at the hands of rebels in his hometown of Sirte put an end to the revolution that erupted in February of that year, and ushered in a new political and military elite. This new leadership was supposed to guide Libya through a transitional period that would lead to the establishment of a democratic republic. That is far from being the case.

The official narrative saw the Libyan people rising up against the oppressive and corrupt Gadhafi regime and, after a long fight, prevailing over the dictator’s forces, constituted mostly of African mercenaries.

Can Libya’s tribes help solve crisis?

In September, Libya’s capital Tripoli was the scene of violent clashes between rival militias that killed 96 people and injured 306 others. The clashes pitted forces from the 7th Brigade against a coalition of armed brigades in Tripoli, which include the Tripoli Revolutionaries Brigade and the Deterrent and Intervention Joint Force of Abu Salim.

The 7th Brigade, which is mainly made up of Tarhuna tribal men, announced its affiliation with the Government of National Accord (GNA), even though the head of the GNA’s Presidential Council denied this affiliation. The brigade’s main goal is to put an end to the spread of armed militias in Tripoli.

European Parliament's President calls for unified EU stance on Libya

The President of the European Parliament Antonio Tajani has urged member states to have a unified stance and strategy for Libya. Tajani said on the sidelines of the EU Summit in Brussels on Thursday that it is not useful to have different European countries intervening in Libya each with a different vision, adding that the EU should provide Libyans with a shared and unified stance in Palermo Conference in Italy next November. "Such different standpoints for the EU member states will not help resolve the crisis and establish stability in Libya, which is paramount for the EU interests." Italian news agency Aki reported Tajani as saying.
